Just fucking install the runtime that provides this...
It's Visual Studio 2015 runtimes. You'll likely need to install all the runtimes from 2010-2015, x64 and x86 if you have x64.
NEVER copy the file to the server folder, as it'll "fix" it, but it's not the way to do so.
