If ping/internet speeds are not an issue, it could be graphical lag as well. If your computer doesn't have adequate hardware to run the game, or in some cases, proper software updates like Direct X, your game may produce graphical lag. This is also dependent on the other persons lag, both ping/internet and graphical.
