Have you tried deleting the GTA_SA.set file from Documents\GTA San Andreas User Files?, that usually fixes stupid things like this ![Smiley](images/smilies/smile.png)
EDIT: GTASA is a real pain for not removing modified files, in most cases they're left behind and not overwritten by the fresh install.. you would have to uninstall and reinstall within a new directory/folder.
