There are Multi-Launchers that use the correct SAMP version automatically when joining a server.
Even installing the version you need manually is a matter of ~15 seconds if you downloaded it once, so switching isn't a lot of work anyway.

I don't think anyone wouldn't be able to update if they were interested in playing on a server with a newer version.
