You're obviously creating a connection to the server IP address but after that I'm not sure. I've experienced this Tab List ID problem before but it was a MySQL issue on a particular server.
From my experience...the server is saying you are ID 202. Yet SA-MP only allows 200 players max on any given server. Therefore it won't let you in to the login. If your Player ID is over 200 you won't be able to get into any server. So while you can acquire a connection to the server, it won't allow you to actually login.
Unfortunately this answer won't solve your problem but maybe you understand why it won't let you in now. I don't think a .9% packet loss is anything to worry about either.
Most people reply with, "Reinstall GTA" because somehow it magically solves all problems but I wouldn't let anyone bully you into this unless you have other problems that emerge. People often say, "Reinstall GTA" when they are too lazy to actually help you solve the real problem. Anyway, this seems to be an internet problem of some kind, nothing game related, like graphics.
