There is no age limit on being able to love someone (or getting into a relationship). I don't see why people discourage young people engaging in relationships. It essentially prepares you for the future; being able to set limits, deal with arguments (as petty as they may be) and help you develop both yourself and the person you are in a relationship with. I first fell in love when I was sixteen. I've known people who were younger that genuinely felt something for someone else.
It's part of growing up. People that talk down on people experimenting and trying out new things are stuck in denial or just plain stupid.
