Read the link, create the file, re-compile and start the server. Post your server log, it will name the function and exact line. According to the logs, it is an array with size of MAX_VEHICLES and 65535 was passed as index which is INVALID_VEHICLE_ID so either the limit was reached or invalid model ID.
Any hooked OnGameModeInit will be shown in the backtrace, it has nothing to do with it.
