It isn't a bug. The editor tries to make changes which Windows doesn't let you do unless you have administrative privileges. If you close the dialog, the editor won't scan the includes and hence the function list on the right side of the editor won't be initialized.

You are basically removing Pawn with any association with .pwn files, that doesnt really makes any sense. The point of using Pawn is compiler is having it associated with .pwn files.
To make the editor always start with administrative privileges:
  1. Properties
  2. Compatibility tab
  3. Tick "Run as administrator" checkbox
