Probably not as Criminal Russia, but certainly more popular than others. All the other mods are dead due to lack of content, which VCS has :\
There's also the possibility of GTA Underground anyway, which unites several maps (III, SA, VC, Bully, etc) and also has the peds, cars and timecyc. But it's not nearly as polished as VCS PC because Underground is under constant daily development adding new things. I downloaded and tested it and it's working.
