Not bad specs.. More than good enough for this old game

I recommend to:

1. Check background processes that looks suspected.
2. Check CPU temps. They will throttle down if its too hot. Ex 80-85-90C
3. Maybe new BIOS on your motherboard will fix it?
4. Is your HDD acting normal?
5. What type of PSU and how old it is?
6. Having excessive amount of gadgets connected in USB ports? If to.. Take them out and test
