Install the runtime. It's the Visual Studio 2015 runtimes you are missing as explained in the release thread of the streamer...
There are issues for that runtime if you haven't got your OS up to date.
Running older versions will get you by for a little while but when the next updates of the streamer and everything else, then you'll have to fix it again...
So rather than messing around, fix it, and know how to fix it for the future.
As for the link to the older version, if you also checked the release page for the streamer, they are ALL listed on the github.
