It can be. There are other reasons that it can happen, but chances are it could be your script.
Other reasons include a malconfigured firewall, or bad network traffic from your host.
If it works for a while, then starts doing this, it could be improper use of timers. Especially if it doesn't matter how many people are on, and if it happens at a particular time that the server has been up.
Like, grab a stop watch and start timing it to see if it's constant within a minute or 2.
