I recommend not using the CPU until you applied the thermal paste, temperatures over 70°c drastically reduce electronic part's lifetime, and in case you try to play something for a longer period of time your fun with the new CPU might end pretty soon.

I use to reinstall windows every time after switching major components, though its not required anymore since Vista or Win 7. It might improve overall performance, but the main reason is that it keeps the OS clean, and this is enough to make it feel faster.
Going from a single core CPU to dual core is a big difference. Even though not every game profits from that youll definitely enjoy it.
