I'd have no idea about the antivirus, but if it does anything with the internet traffic, you'll have to look through the settings, and find an "exceptions" area, in there if you add the executables of the sa-mp server (Being announce/samp-server) and if possible add the folder even to the exceptions.
I seen in the scan area there may be a exclude option, but chances are that's just for the scanning side of things.
You'll want to check the options in the Net Protector tab.
If all else fails, you may try to disable it temporarily (Some AVs allow it).
