If the SA-MP server is on the same box as the web server, then yes. Otherwise don't bother because it's more trouble than it's worth. If the SA-MP server is on another box you need to open and close an FTP connection each time a file is to be retrieved or written. This is slow and also not quite safe.

I don't know of any tutorials because like I said, most people don't bother with it.
