If an intermediate or advanced scripter functions include sees, you know that with a good distribution of actors by area could be used unlimitedly so obviously sa-mp does not allow for the same limit https://sampwiki.blast.hk/wiki/CreateActor, just as this include some approaches to what would be unlimited, it will have to wait for more Kalcor increase the limit or have someone do some plugin that function.
