Hot to add rentable planes and boats without moving the car IDs

Hello there!

First of all, I use the LARP. And here my problem: I want to add some rentable planes and boats, but could someone tell me how to do this without moving of the car IDs?
For example I don't want that someone could drive a police car, if he isn't a police man.
I hope you can help me.
