I am on Windows 8.1, recently downgraded from Windows 10 as it was slow.

I am unable to start my local samp server. It's giving the following:

The program can't start because api-ms-win-crt-runtime-I1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem

I've tried everything below

• Redownload and update the Streamer Plugin
• Download the plugin listed and place in System folders
• Reinstalled visual C++ 2013 and 2015
• 2015 Unable to install due to windows81_x64 not being able to be completed
• Worked fine on Windows 10
• Ran sfc /scannow in cmd prompt

Anyone have any suggestions? I believe it's related to C++.
