Is it only appearing at SAMP or also at other programs? It might be your hard disk that's failing then.
And does it appear at every server you're playing on or is it just one server? It might be server lag otherwise.
Check if you internet cable is connected correctly, If you're using one.
Check Task manager>Performances. When you're playing in a server. Check if everything is working correctly. Whit out using to much of the possibilities of the RAM, CPU, Hard disk and Graphical card. If it is than you need to upgrade your PC.
