iff tryd lots of time to make a admin script but i always faild :S

can somebody make a admin script for my
iff you can with 4 levels
you get a credits

i like to have this commands

Normal Player:
/register
/login
/changepass

Admins:
/slap
/thaw
/freeze
/spectate
/mute
/kick
/explode
/heal
