Not exactly any ideas, but go play some other stunt/tdm servers, See what you like or dont like about them. Then adapt them with what you think would make them better or add completely new ideas.
It helps to have an idea of competition if you want to make/run a similar server. Generally, if you have problems with the other servers and you address those issues in your server then people will usually have the same feeling and go your way instead.
However, I have played a few of these servers before and they all seem to have a similar trend. They dont have great presentation, there are lots of different colours with lackluster textdraws, HUDs and dialogs.
