Like, I have never used it, but the search results I had were to reinstall GTA SA.

So clear out (delete) the settings file, and uninstall the game, delete the folder, then reinstall it to a new folder entirely. Then try this all again.

You should try with a clean install of SA from DVD/CD. Not a pre-installed copy of the game folder.
