Faz o seguinte, baixa este "editor TDE" que estou te passando e coloca as include,plugins e FS, se de erro denovo coloca a "DLL" que esta na pasta em "C:\Windows\System32", caso seja 64 Bits seu sistema coloque na pasta "SysWOW64", aqui funcionou perfeitamente!
