Read this what have been posted by SPAWN_METAL a bit time ago

Check some of these steps, might help you!
A: Delete all mods
B: Delete Documents\GTA San Andreas User Files\gta_sa.set
C: Delete your game and install it at another place, or just install another GTA
D: Check your video drivers
