Roleplaying in a dome gets a little-.. uh, well-.. tight? Imagine cop chases around a dome, underground criminal activities in a dome, gang banging in a dome, wow. Sure, it's going to be great RP with a good background as if radiation spread and government forced to wall off the area and its citizens(simpsons movie ehm), but it's great roleplay for the scientists, knowingly that they have access in and out. What of the people living inside? Does it not get a little bit boring, you're stuck in one place.
If you're going for this, don't dome the area, instead- choose one main town, Fort Carson as an example and only make scripted stuff there and its county regions, so people are forced to stay around Fort Carson if they are looking to use the bank/shops and stuff. Maybe close off major cities like Los Santos & San Fierro, but leave Red County so police chases, criminal activities etc. may have more variations and it doesn't get too repetitive/boring.
But what are the odds of success? I've seen a lot of servers that's done this. IBP Roleplay, Bone County Roleplay and a ton others, they all met their untimely fate of failing and dying. And trust me, they had a good administration who answered my questions in a second. But honestly what made me left, and possibly others is because of how bland it gets, barely any action goes by. If you are willing to allow active players that value character development to write a faction thread then script them a farm and etc., then you're good. Adds more variation to what you can roleplay. Also, allowing players to join factions without the need of microphone, do it. Trust me, I've seen a lot of disappointed players joining 10 different servers to join LEO factions, they are just looking for RP and probably live in an area where it's very noisy or have a family. This will bolster your playerbase by a mile by the very least.
Island RP sounds like a good idea too, provided there is a detailed and logical explanation as to why "MIB" agents are restricting people to leave the island, and why there are even inhabitants on the island in the first place. No one likes to roleplay in a setting where it makes no sense, right? It limits character development.
