It is perfectly normal and the gpci is based mostly on the game's directory(I believe), along with the name of the windows user.
So let's say for example someone is using the "Administrator" user account and has the default GTA installation path of:
C:\Program Files (x86)\Rockstar Games\GTA San Andreas
This would most likely return the same or a similar GPCI, though I am not completely sure if this is correct or not. It has nothing to do with the legality of the game.
