Well since hes on a VPS I don't think it's his home internet that's crap if his server is lagging for everyone at least but I do admit the host hes using is pure crap. Their dedicated servers only offer 5mbps internationally if you're outside their countries zone area, so I'd assume it's the same for their VPS. I think the OP needs to really consider getting a VPS in Australia or something.
