Here's the converted .map file.

All you have to do now is put that file into a folder with the same name at this location.
C:\Program Files\MTA San Andreas\server\mods\deathmatch\resources

Hope that works out for you. Been quite awhile since I used MTA to map so I'm not so sure about it.
I would suggest switching to a more up to date map editor.
