Again, there are few reasons.
1. Exsisting skins are boring ! Yeah, Devs added 11 skins, BUT all of it are just cop skins
2. We need more gang skins ( there are a lot of unused skins in gta sa files ) which can be imported and used like a GANG skins
3. We need more civilian skins. For example; Unused cab driver can be good civilian skin, psycho also can be used as civilian.
4. Country Deputy skin is needed, what if someone have server in Fort Carson, or some other Village ? Use Los Santos Police Department skin ?
