It would be better if you add some Auto-Gates at Enterance. you can also add a small Checkpoint on the door of the police office. on player enter checkpoint they will teleported at LSpd/SFpd/LVpd Interior?

No, I cannot because gates and checkpoints are scripted on your own time.
