umm what its sounds like is the software is in a "loop" meaning it cant stop or go and it keeps doing the same thing over and over agian thinking it has an error but it cant find one i think the best thing for you to do it open task manager go to processes and and look for gtasa.exe and gtasamp.exe and click end process and retry the applications
