You mustn't use TDE, iTD, and YSE plugins, mate.
I used for make the textdraw.
Update your server file, to 0.3.7 mate.

You can download libmysql.dll files here and place on your SA:MP Server directory.
What's your OS?
Mysql plugins need windows XP SP 2 and can't be used on earlier OS.
