hello, i would like to create a safe zone in my server

it has to:

keep your health constant
jail you if you kill somebody in the safe zone
if you drive a car into the safe zone, you lose it

i want the safe zone to be the pirate ship, on the LV strip

i have no idea what im doing, so please help!
