Suggestions:
-Good racing system. (for those that are not too fond off dming)
-Online radio with a lot of radio stations ( so players can listen to any music at anytime, mozes stavit antenu zagreb xP)
- /top to see best killers,best racers,players with most time on the server. (this will make aims for players,they will want to become the best,too further improve this you could put the top 10 players that have most time on the server on the starting screen of your server).
- Achievement system

You should aim to make as much as aims as possible for players... make them try hard to be the "best".
