Its not totally random when it goes out it just works by the client. Like if someone made a fire and you teleported to their location it wouldn't be synced from the server but if you saw it start your client would show it burning.
Overall the server has no control over fire.

I meant, it has no connection between different clients, so someone can see it, someone not while someone else can see them both standing in the middle of it.
It moves around randomly, like client wants and server have no control nor data where fire currently is if there is actually.
