Depends whether it is a Linux or Windows VPS.
If you purchase a Linux one, have Putty or another program which will be able to connect to your server, and then upload all of your files. Once done, run samp-server.exe.
If you purchase a Windows VPS, run Remote Desktop and connect to your VPS's direct IP. Afterwards, copy & paste your server's folder directly from your desktop, onto your VPS's desktop - and then run samp-server.exe.
