You need to decide on an OS, and stick with it... Changing it over and over and having to re-setup each time, will become tiresome and distracting.

The samp server for linux package should just extract and be ready to run... You'll need to make sure it has actually decompressed.

Ensure you're using "tar -xf <file>" (I'm not sure of the command) and not decompressing on windows then uploading it. That can occasionally cause problems.
