I'm still sure on a hardware issue.
I've had modems die after having strenuous amounts of data put through them, resulting in the need to reset the modem, then, the network would work sweet until more data was put through them.

- Try resetting the modem and router separately while the issue is happening, and while you have the samp window constantly trying to connect.
- When you've replaced the modem it's been with the same brand, but a new out of the box one right (From the ISP)?
- And you also have a router, but have tried a connection straight to the modem itself... Are there any other hubs/switches/WIFI APs on the network?
- Have you tried another server? Maybe it's set to use LAN or something.
