Well, first of all, you must have a gamemode. Then, if you want your server to be online for everyone, you must portforward it. Then, in your gamemode, you can see a sa-mp.server.exe thing. Click on it, if it stil doesn't work, then I don't know what's the problem. But, I recommend you buying a VPS or a host.

EDIT: If you want it to be seen for others, you must buy a hosted tab thing.
