1 - No not directly. The steam version is v3.0 and SA-MP only supports v1.0, so I suggest buying it specifically from a store so either get v1.0 or downgrade from v2.0
2 - Nope, there is all individual servers which people can run how they want. Then a master server which gives you a list, you can't communicate cross-server so there is no big lobby.
3 - I assume you mean GTA games and no there is a multiplayer for VC called VC-MP and almost all other GTA games on PC.

7 - Definitely I would buy the games 10 more times
8 - No, its mostly based off single player
9 - Depends where you play they can be controlled with certain anti-cheat systems
