I don't even know my the posts above me are just 'guesses'. If you don't know, don't post.
This is caused when you use a pirated GTA SA game (Download from torrent or you must have moved the game's files to a USB, and reinstalled/upgraded your windows), which doesn't allow your game to be properly recognized my the computer, as it doesn't have permissions (which are installed when GTA SA is installed from a CD.)
Other than that, just like Sew_Sumi told, you can run the game as an administrator.
