Well, you're not a scripter, and making factions add/deletable would be chinese to someone with no scripting knowledge.
So you should post in the script request thread or search for a filterscript if you want a handout.

But regardless, I suggest SQL as it's flexibility and manageability are epic.
Plus there is a great plugin for it.
