You need to update all your includes, filterscripts and plugins on your local compiler then recompile the gamemode and ensure that the EXACT same files are uploaded with the gamemode amx to the server. By doing this it should fix that problem.
For future referance if you see "runtime error 19" it is always plugin related. Also check your host has updated to the latest .net framework 4.5.1 to ensure that is not causing a loading problem.
