Had this problem too...its like using an npc on a tram works different than just a regular vehicle.
its like its playing the recording but you cant see it untill you streamed in properly.
I'm sorry i can not help but only confirm the issue.

EDIT: i believe this also happens when you dont stop at each tram-stop
