First Welcome to SA:MP Forums , follow this steps

1 - Go to your User ( Documents ) delete folder "GTA San Andreas User Files" delete the whole folder and when you start samp or gta it will be re-created automatic

2 - Re-install SA:MP

and make sure that you download samp software from here http://sa-mp.com/download.php
