As far as i know SteamGTA-SA and SA-MP is not compatible due to RockstarNorth their patches that downgraded the game. (Steam-Only)
You should buy the original disk from a local game-store (if you're lucky and they still sell it) you should then have no issues with the game. Here in The Netherlands you can buy a disk for about five euros.
