Are you actually loading the streamer plugin when the server starts?

On Windows:
1. Open server.cfg > add "plugins streamer" after filterscripts line.
2. Save it > Run the server again.

On Linux:
1. Open server.cfg > add "plugins streamer.so" after filterscripts line.
2. Save it > Run the server again.
