I have no idea what you mean. If you mean that you should be able to say !say on the chat and then everyone who is in the same IRC channel can see that, you can check what the player is saying under OnPlayerText. I would strongly recommend you use a standard command, like /say instead of !say as it will be a lot easier to program.
