Let's just say that "hosted tab" is rather ambiguous name for the thing. It is actually a premium tab. Server owners pay extra (a lot) to put their server into view. All servers by default appear in the Internet list, regardless of whether they're hosted at your home or with a server host.

Most shared hosting providers will provide you with a free MySQL database on request. The login details can be viewed in the control panel and/or they will be mailed to you. On the other hand, if you envision a VPS or a dedicated server (which I do not at all recommend to beginners) then you will need to manage everything yourself.

You only need to upload the .amx files with an FTP program. Plugin policy varies per host. Some don't allow executable files to be uploaded due to security risks, but in that case you'll be able to install the plugins you need through the control panel.
