you have to remove the dlls you installed. Then install Visual Studio C++ Runtime 2013 AND 2010, it won't work otherwise. You also need to have .NET Framework 3.0.
Whenever you get a DLL error, ****** to see what that library is part of, and download the whole thing. It's like having a shortcut not work so you put just the .exe and not the required files.
